Reversal Mountain is located east of Lentimas Town.

Go back to the top floor, go up one of the stairwells, and a girl will appear.
The girl will appear again. After she disappears, go into the middle room, and you'll find the Lunar Wing.
It's located east of Nimbasa City.
Say yes, and Cresselia will appear.
