  1. Step 1 Go to Mr.
    Pokémon's house after getting the National Pokédex. He will give you an orb.
  2. Step 2 Take it to the cave that leads to the Safari Zone.

  3. Step 3 Go down the ladders that took you to the Safari Zone.
  4. Step 4 Surf out a bit and you will find a cave; head into the cave.
    Groudon will be waiting for you. It will be at level 50.
  5. Step 5 Once you catch Groudon, make sure you have a friend who has HeartGold who will lend you a Kyogre for a while.
  6. Step 6 Head back to the same cave and Rayquaza will be there.
    It will also be level 50. Catch it and it's yours!

    You need both Groudon and Kyogre to get Rayquaza, so if you don't have access to both, you can't get Rayquaza.
