It doesn't really matter who, although it's typically not the person having a baby. I'd still recommend that you check in with the mother-to-be to make sure that they actually want to have a baby shower, though.

I would at least check to see if the mother-to-be is on board with a potential surprise party. Some women don't like that kind of attention when they're pregnant, so you don't want to just assume that she's just automatically going to be on board with it.
