Community AnswerAlways the teabag. In fact, it's best to add boiling water to the teabag, rather than the other way around. Heat speeds the steeping time, and tea made with tepid water never tastes quite right. Milk lowers the temperature of the water and should be added only when the tea has reached the darkness that indicates it is as strong as you want it. (For many of us, that means steeping a teabag for at least a minute. Loose tea takes longer, but tastes better!) THEN add the milk.
