Purchase a Monster Magnet from the Shark Hunter. Find the Shark Hunter NPC in the Third Sea area, and purchase a Monster Magnet from them. You’ll need the following items to unlock it:^{[1]

Once your Monster Magnet attracts an Anchor Terrorshark, you’ll see the “Your <Monster Magnet> has attracted an irregular beast…” prompt on your screen. You’ll need to venture fairly deep into the sea to attract this creature.
Work with your teammates to take down the Anchor Terrorshark—you can track your damage via the large bar at the top of the screen. Once you defeat the creature (assuming your Monster Magnet was used), you’ll receive a Shark Anchor at the end of battle.

Yes, you will still get it if you deal at least 10% of the total damage, whether at the start or end. You can also do more than 10%.
