  1. Step 1 Download a Language Pack for Non-SP1 (Build 7600) or SP1 (Build 7601).
    You can extract the language pack exe. file for lp.cab to avoid disappearing it by copying it or dragging it.
  2. Step 2 Go to start, search CMD and right click it and run it as an administrator.

  3. Step 3 In the command prompt, type DISM /Online /Add-Package /PackagePath:C:
    \LP-DE \ lp.cab
  4. Step 4 When it is completed, type bcdedit /set {current} locale de-DE.
  5. Step 5 Then type bcdboot %WinDir% /l de-DE.
  6. Step 6 Then type exit or press the red X and click start, regedit, Click Yes.
  7. Step 7 In regedit, go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\MUI\UILanguages and delete the en-us.
  8. Step 8 Restart your computer, windows will change the language and have fun!
