Ways to call Ukraine internationally using a phone or online

If you plan to visit Ukraine or have friends or family living there, you should know how to dial a Ukrainian phone number. While there are minor differences between calling a landline and calling a cellular phone, the same overall principles apply for both. In this article, we'll teach you how to call Ukraine via landline or cell phone, plus some other free or cheap ways to call Ukraine. We also go over Ukraine dialing codes and how the 2022 Russian invasion has affected the dialing codes of some Ukrainian regions.

Calling Ukraine

To call Ukraine, dial your country's exit code, then enter 380 (Ukraine's calling code). Follow with the area code or mobile code, depending on whether you're dialing a landline or mobile phone. Then, enter the local number. If calling a Kyiv landline from the US, you'd dial 011-380-44-xxx-xxxx.

    • From the United States and Canada, the exit code is 011.
    • The exit code for most countries in Africa, Asia, Europe, and South America is 00.

  1. Facebook Messenger allows you to place international calls for free since you'll be calling the other person's Facebook account, not their phone. To call using Facebook, open an individual’s Messenger window, and click on the "Call" icon (the small phone at the top of the Messenger window).
    • You can call any Facebook users—domestic or international—whose "Call" icon is blue. If the individual’s icon is black, they are either offline or have not updated their Messenger.
  2. Although the Google Voice feature is only available in the United States, you can use it to make international calls, including to Ukraine. Google Voice is an extension of Google Chat (which allows video calls).
    • Before you can use Google Voice, you will be required to provide an existing U.S. phone number or be assigned a specific Google Voice number.
    • While international calls on Google Voice are not free, they are less expensive than calls made on a cell phone or landline. Currently, it costs $0.13 USD to call a Ukrainian landline via Google Voice, and $0.22 USD to call a Ukrainian cell phone.[6]

As a result of the 2022 Russian invasion of Ukraine, multiple regions of Ukraine currently have Russian dialing codes.[7] Note that the situation on the ground in Ukraine is constantly changing, so these dialing codes may change. If you're unsure what dialing code to use, try checking with the contact you're attempting to call via another method (such as email or instant message) or check online for the latest news.
    • Crimea: +7 352
    • Sevastopol: +7 869
    • Donetsk: +7 856/+7 949
    • Luhansk: +7 857/+7 959
    • Kherson & Zaporizhzhia Oblasts: These regions were not assigned Russian area codes, but they may use Russian phone numbers at this time.

  • Anticipate the time difference. Ukraine is in the Eastern European time zone, which is UTC/GMT +2 hours (and 6 hours ahead of the Eastern Time zone in the United States). Ukraine’s time zone shifts seasonally, between Eastern European Time (EET) and Eastern European Summer Time (EEST).[9] This distinction is similar to Daylight Savings Time in many American states. The EET timezone switches into EEST at the end of March, and back into EET at the end of October.
  • Always drop the trunk 0 before any phone number. International calls to Ukraine never dial the trunk 0.
